The Korean Association for Supporting the Handicapped, founded on July 29, Juche 87 (1998), has developed into the present Central Committee of the Korean Federation for the Protection of the Disabled on July 27, Juche 94 (2005).

The KFPD Central Committee is the one and only institution of persons with disabilities which embraces all their organizations in the country.

The KFPD sets it as its mission to represent and champion all the rights and interests of the persons with disabilities in the DPRK and encourage them to take part in social life in an independent and creative way. Its basic task is to ensure the social status of the persons with disabilities through various assistance and support activities, publications and information activities, and create no-obstacle environment by developing their mental and physical rehabilitation, education, labour, sports and art activities.

The KFPD Central Committee has several departments, including those engaged in rehabilitation and information and education, and 20-odd affiliated agencies, including the Korean Economic and Cultural Centre for the Deaf and Blind, the Korean Art Association of the Disabled, the Vocational Training School for the Disabled, the Korean Rehabilitation Centre for Children with Disabilities, the Korean Company for Supporting the Disabled, the Korean Foundation for the Disabled and Orphans, the Deaf Association of Korea, the Blind Association of Korea, the Korean Association of Women with Disabilities, the Korean Rehabilitation Association of the Disabled and the Korean Cooperative Office for the Disabled and Orphans. It has also established a well-organized system in each province, city and county.









They are making proactive efforts to facilitate the rehabilitation of persons with disabilities, provide them with ample conditions for education, cultural and emotional activities and social life, raise social awareness of them and establish no-obstacle environment for them.

The DPRK government, which sets it as its consistent policy to protect the persons with disabilities, adopted the Law of the DPRK on the Protection of the Person with Disability was on June 18, Juche 92 (2003). It signed the Convention on the Rights of Persons with Disabilities on July 3, Juche 102 (2013) and ratified it on November 23, Juche 105 (2016).

The KFPD Central Committee is making vigorous efforts to build up the capabilities of its organizations at all levels and lay solid material and technical foundations for functional rehabilitation of persons with disabilities. It is also promoting exchanges and cooperation with relevant international organizations and overseas Koreans’ associations.
